Does This Sound Like I Need a New Power Supply?

I was playing on my PC and all of a sudden it blacked out and everything turned off. After several tries, i came to the conclusion that it was not going to turn back on. I noticed i could hear a high pitched noise coming from what i think was the power supply. Does this sound like i need a new power supply or could it possibly be a different component?

You could try to plug out PSU from the wall and disconnect anything from components in case and try to short out GREEN and BLACK WIRE to discharge any electricity while the switch is on, and then switch it off and then plug it in wall while the components in your pc are disconnected and short out green and black if it doesn't start then seems your psu is dead but if you don't have multimeter to check voltage i wouldnt try to power up your system, soo which brand of psu you have?
