Why Is My Cpu Only Using 40% and my Gpu using 30% When Gaming?

Some games only use a few cores and it shows up as 40% in the stats. Some games are bottlenecked by ram speed (battlefield 1). Some games are limited by the gpu. You could also have a setting enabled in games called Vsync, you should turn that off. It can hinder how well your pc can perform at a given game.

So I try and that only has a bit 5 fps difference from 40 to 35 fps on PUBG or Player Unknown Battlegrounds. But the solution might be the ram like the other dude said. I only have 8 gb of ddr3
