As the title.

Which one should i get ?
I can get the GTX 1060 for 360$~ or the RX 580 for 340$~

this is not as easy as A or B.

A or B is a result of system build and system use. Your display setup. How long till you switch out for newer GPU.

Or

Would you want to wait till the new GTX20xx series come out later this year. (possibly early 2018).

Both GPUs offer great performance, they have their own ups and downs. but honestly, the difference in performance may be difficult to see, depending on your system, or slight enough not to notice.

Personally I would take the RX580 if planning to keep the GPU longer term, or the gtx1060 if planning to change it sooner than later. There are also many threads on RX580 VS GTX1060 gaming. You can browse around and see what others have to say.

1060 has better performance and you don't have to deal with AMD drama and shit drivers that their fanboys complain about on every game release.

In the end you also need to be lucky on your chip and get one that can actually OC. I'd trust Asus for that or Aorus (gigabyte)
