Ryzen 7 & MSI b350 tomahawk issues

i built my first computer yesterday. today i downloaded and tried out all my games, and im a little disappointed. lets start with what im running things at, Ryzen 7 1700 with gaming mode on so 3.4ghz
2 sticks of 16gb ram running at 2133 *its the 3000mghz corsair model but my computer had a hard time starting up which was very odd so i clocked it back down and a GTX 1060 EVGA 6gb FTW+. now for the story, i was playing csgo, everything at high and all the crap filtering's off. i noticed on EVER map i played i was only getting an average of maybe 95 fps. and some times, i would see it go 45 for a split second and other times see if go 140! im running on bios e7a34ams.150

update- checked ram was running at 2133 at the time of this at 1.184v, i also quick changed my ram speed to 2400 and tested it, i was getting about 50 fps!! why is this !

my friend thinks i have a faulty motherboard with bad voltage issues.
do i need to update my bios?! . thanks

It's DDR (Double Data Rate) memory so your 1199MHZ (that Cpu-z shows) means 1199 x 2 = 2398 true MHz. You can not get round number because Ryzen MBs run FSB/BCLK at 99.8 - 99.9 MHz instead of 100.

Have you downloaded and installed the latest AMD Chipset Drivers that include the AMD Ryzen Balanced Power Plan?

It's suppose to fix the core parking bug that affects gaming performance.
