I am having trouble deciding on a CPU cooler for my i7 7700k. I plan on overclocking and the case I will be using is the Thermaltake core V21. Mobo is the asrock Z270M Pro4. I dont really care if its an AIO or HSF or what it looks like I just want something that will fit and do the job and also be available in Australia. Thanks.

Well, I use an nh d15 for my fx 9590 and it is whisper quiet. Keeps it about 45C under load, that's the highest I got with it so far. (I do question that temperature to be honest, there is apparently a 15-20C difference on most software, so it's probably around 60) The V21 has a cpu cooler height limit of 185mm, so you should be fine using the nh d15. (As long as you can bare the fan colour):

Noctua NH-D15

If you don't like the looks though, and want a stunning looking air cooler, then these have similar performance to the d15:

Cryorig R1 Ultimate

CoolerMaster MasterAir Maker 8...
