can my psu handle overclocking ?

im going to be recieving my parts tomorrow the psu mentioned in the specs can it handle oc ? im talking about hitting 5ghz i heard its possible

PSU is not so good, people have commented on the quality of the soldering, and there are not many 'jap caps' used. Get a decent one like the corsair RM***X series or - if you can afford it, something from Seasonic. 650w should be plenty.

its gonna arrive tomorrow 2 late to change now i can prob take it back and swap it what would be the best option if i want a budget psu and also modular and 80 plus aswell ?

You REALLY do not want to skimp out on the quality of your PSU - being the life blood of your rig. Depending on where you are (cost and availability wise) i strongly recommend looking at the Corsair RM600X / 650X.
One part of the system you DO NOT wanna go cheap on.

Unfortunately, many pre-built systems come with less-than-great PSU's. This one would not be 'recommended' in general by anyone knowledgeable who is helping someone to build a rig.

my brother has it in his pc which he doesnt do any overclocking so imma swap mine with his should i do it ?

Well, you have been furnished with the recommendations, essentially it is up to you. If i were spending out quite a bit of money on a nice brand new system, i would buy a good rated NEW PSU. (Take into account the warranty on a new unit!) It's your choice mate.
