First Time build, receiving power but comp refuses to boot, case lights flash on for a couple of seconds

I've gone through all the basic steps, yes it's on standoffs, the CPU is aligned properly, the CPU power is in properly, the ram is clicked in, there are no broken pins on the MB nor are the gold plates on the back of the CPU broken/scratched somehow

With that stuff out of the way it's basically just how the title says, my motherboard's RGB lights will light up, there will be an amber light on the MB and the GPU's lights will come on when the powers on
If I press the power on button, the lights on the case briefly light up (Phanteks Luxe) and then will instantly turn back off, accompanied by a really short sound of electricity
If I attempt to turn the computer on after that it will not even do anything like the computer case lights turning on nor will I hear electricity (The MB's lights will still remain on though)
The only way for me to even get the light/electricity response is to turn it off by the power supply

Motherboard: ASUS Z270E
GPU: Asus 1070 Dual
CPU: i5 7600k
Powersupply: Corsair 650 fully modular
Ram: 2x8GB RGB G.SKILL
CPU Cooler: Corsair H100iv2 240mm
(PS I have no idea if this will have any effect but I am using Cablemod's white cables)

No but I do have the corsair watercooler plugged into the special AIO header that comes with the new ASUS boards and a the fanhub connected to the cpu_fan.
