Windows DVD BSOD system_service_expectaton

I'm installing Windows 7 to an older pc, and I go to put the DVD in. I get to the windows animation, than the pc freezes than bluescreens and other times the pc locks up or power cycles. Since this is on a DVD there is no minidump, but the stop code was: 0x0000003B. I have also ran 3 passes of Windows memory test but no errors.

guess the issue is that you cant install windows to hotfix the issue. this is windows 7, not sp1? dont have a spare old mobo that you could plug all your stuff into?

There's a hot fix?? Someone told me u can install Windows 7 from a crash free environment than I could download the hot fix. I have another Mobo but it won't post bc of a blown capasitor. I have also installed service pack one from a USB but same bsod
