is a 100% CPU usage with an i7-7700 and GTX 1080 Ti normal?

I recently bought a new PC which I spent quite a lot on, here's a screenshot of some of the specs:

Isn't it unusual that my computer will be maxing the CPU usage with an i7-7700 and 16 gigs of ram in addition to a GTX 1080 Ti?
Here's the process that's using all the CPU, all it's doing is converting an mkv file to an mp4

maybe it's normal, I don't know, but all I know is that the i7-7700 is a very decent cpu and the gtx 1080 Ti is a beast graphics card so I'm quite worried that something's wrong.
 
Solution
For video conversion, yeah that is completely normal. If it were in a game then I would say it is a problem and your facing a CPU bottleneck. Again though that is using handbrake. 100% expected.

For gaming. Possible yes at 1080P depending on game settings, frame rate and and vsync usage. But for encoding regardless of the resolution his CPU would be slammed to 100%.

yes thats expected and its absolutely fine,even in some games i7 7700 with 1080 TI will use 100% if u set everything max,and that doesnt matter...thats Normal
