Decent older Dell gaming laptop?

I'm looking to get a Dell laptop that would run Cities: Skylines decently, but still not break the bank. I'm thinking about something newer than a Latitude E6540, but I'm not sure what a good CPU/graphics combination would be.

Budget: ~$300
I'm in Pennsylvania, USA

I have a E6540 as my mobile PC. It can run Cities Skylines, but not very well. I am getting about 20fps at 1080p, so I never play it on my laptop.

For Cities you need a lot of memory, especially if you like to use mods (the way the game is meant to be played).

What kind of budget are we talking about? EDIT: And where do you live?

Work provided my an E6540 with 16Gb of RAM, and I did a test run of Skylines... so I know it can do it, but not great. (This was boss approved, over the weekend. I do not keep games on my work laptop.)

My home PC is running an AMD A10 with 8Gb, and with >100k population Skylines gets pretty jittery.
