30-40% GPU and CPU usage in CSGO!

Hey,
I got myself a new gtx 1070 a month ago, i have mostly played other games. However, today i tried playing csgo again, and played around with some different resolutions and settings. I felt something was a bit off, considering my specs. So i ran MSI afterburner OSD, and saw a very low GPU and CPU usage (30-40%) which resulted in 150-250 fps, which for me is quite unacceptable.
When i change to 1440p i get no change in fps either, its as if the gpu and cpu are somehow limited?
Other games such as PUBG, The Witcher 3, etc. run just fine at high resoultions and acceptable fps.

My specs:
Monitor: Acer Predator XB241Y (G-Sync, 165hz, 1440p) ((Got this yesterday, could have something to do with it, not sure)
CPU: Intel Core i7-4790
GPU: Nvidia GTX 1070
SSD: Samsung 850 Evo 250GB
HDD: Seagate Desktop SSHD 1TB
RAM:16GB
MBD: MSI B85M-E45 (MS-7817)

Tried looking at other threads with no luck, saw some of these answers, and answers that didnt apply to my scenario.
>
I have read other places that its because the GTX 1070 is overkill for csgo, but that really does not seem to be the case, i have seen others getting 300-500 fps with that gpu, i have even tried it myself when i first got it.
>
I have read other places that it doesnt matter, as long as you get fps above your monitor refresh rate. I am no expert, but i certainly can feel the difference between 150-250 and 300-400 fps.
>
I dont believe its because of bottlenecking, although i am new to the subject, i have read that it should be no problem.

Thanks in advance :)

The only real change that appears to cause the issue is the presence of the G-Sync monitor?
With G-Sync enabled, it should sync the FPS with the refresh rate of the monitor? Should be a little more constant than peaks etc.

Try disabling G-Sync and test it. How do your results look?
Then re-enable G-Sync.

As for it not mattering with FPS >Monitor refresh rate, that's technically true. While you may "feel" the difference, do you actually "feel" it without an onscreen FPS counter? Might be a bit of a placebo effect. Ultimately though, a smooth 165FPS /Hz should "feel" better than highs of 400+ and dips to <165 (a bit of an extreme example, of course).

CSGO is hugely CPU dependent so its always going to be the limiting factor for fps.
I'm not the best person to explain this because I don't understand it fully, but since you have an I7, it is impossible for CS:GO to show CPU usage greater than 50% because it cannot utilize the hyperthreading of the I7. So when you see 50% cpu usage, it is actually maxed out. I get anywhere from 180-300 fps with my i5-6600k and Gtx 1080, which sounds similar to what you are getting. Maybe others are getting much higher FPS because they are playing on a lower resolution like most of the pros do.

I could be completely wrong, but I remember reading a question and responses similar to this, so I'm just passing it on.

Tried disabling it earlier, no real change in fps :/

Thing is.. i am playing low resolution already, everything om low. (1024x768)
Check out this video: https://youtu.be/GEPVDBmw6as
I had gtx 960 before, and i even think it may have performed better in csgo, something must be wrong

Just tried 2560x1440 16:9 all settings maxed up, getting average 200fps at least, pretty much the same as with 1024x768 all setings very low, except it didnt peak at 300. Now the GPU load was 45-60 and CPU pretty much the same 45-60 aswell.
I dont find this very logical.. and i find many videos on youtube with players using pretty much same specs at me getting avg. 400+.
Why cant my gpu/cpu load get higher at lower resolution? And even on 1440p it wasnt very high.
https://youtu.be/GEPVDBmw6as in this video his cpu is at 80-90% and gpu 70-80%
Why :(

lol, i had the same exact issue before with a 6800k and a gtx 1080.
Right now i still have the same issue with a 6700k and a titan xp.

I have tried everything and nothing worked so far.
Cpu usage always around 40%

my fps is around 250-350 depending on maps and locations REGARDLESS of resolution
I get the same fps on 800*600 as playing on 2k.

I have come to the conclusion that csgo simply does not work with the latest techs.
But update me if you ever find a solution, i would be thrilled to know!

Here is my thread before:
Hi guys, there have been people with the new 10 series nvidia gpu as well as the old gpus like the 970 in which their fps simply would not increase even if they lower all the video settings including resolution. For example, playing on 1080p and 800*600 would result in same 200 fps regardless of video settings. I was unable to find a solution for this.
My rig was 6800k, gtx 1080, 32gb ram

Things I have tried but did not work:
1. Overclocking cpu (6800k)
2. make everything "maximum performance" in power management as well as nvidia control panel
3. All the launch options anyone ever suggested
4. fps_max 0 and fps_max 999
5. xbox dvr disabled
7. r_dynamic 0
8. installing and uninstalling nvidia experience
9. updating nvidia drivers mutiple times throughout october and november
10. overclocking gpu

Btw, here is some of the solution that other people have told me, maybe you can try it out and see if it works for u

Go to your bios-- advance menu--pci latency--change the value from 32 to 64.

I have not tried the method myself, someone else today has tried this method and it worked for him. He is getting 400fps in deathmatch with 16 people now from 200fps before.

hopefully this helped

Its strange... the most logical reason for this would be your conclusion, but then again, how can some people get 100% stable 300 fps+?? (mine drops down to 150-200 sometimes, it sucks..
Will be sure to update if i ever find solution, please make a respond or msg me if you find a solution aswell!
Good luck

I was having the same problem as you. I already had the best fps settings in CSGO and was used to getting the 300+ fps as well. I have a Geforce 1060 and I think the same Predator monitor as you with G-sync. I assume you have G-sync on fullscreen and windowed setting inside Nvidia control panel.

The main issue is the monitor, for some weird reason it is causing a conflict with the CSGO screen settings. What the problem is that in CSGO you have to pick fullscreen in the video settings. This made no sense because before I had it on windowed/fullscreen mode but just changing it to fullscreen solved my fps. I really hope this helps you out.
