steam service using 25% of my cpu

As title says that's my issue, and its from year or so. When i start game in steam the service launch and it wont stop even if i close steam. I tried fixes, but they dont work. Even on clean windows installation (only steam and some games) still does that and its effects performance in games a'lot.

Try turning off cloud save.

Are you streaming it to another device? (or whatever that is where you can play your library on a better device without installing your game on it)

Look to see if one of your friends is watching you play via Steam Streaming. Sometimes that feature will be automatically enabled so you'd disable that in the settings menu.
