My pc boots to american megatrends "text" after unplugging powercable from outlet

Computer Specs

OS Win 7 ultimate
Mobo: Asus h170 plus matx
Ram: Kingstom hyper x fury (2x4gt) kit ddr4
CPU: i3 7350k 4,2ghz
GPU: Asus gtx 1050 ex 2gb
PSU: Corsair 550w
Case: Fractal Design core 2300

So my issue is that my mobo lights wont turn off wich made me think does the mobo turn off? unless i disconnect the power cable from psu or from the power outlet on my wall ofc

... but when i do that it brings me to american megatrends screen on boot and tells me to press f1 to get to bios that then i can shutdown the pc and boot to windows normally or thru save and exit from bios

So the american megatrends says this:

The system has POSTed in safe mode.
This maybe due to previous POST attempt failing because of system or if the power button was held in to force the system off
If the system failed to POST after you made changes to UEFI settings.
You may wish to revert stable settings to prevent POST failure.
So this screen happens only if unplug the power cable from psu or wall outlet.

The issue has been fixed a fix that worked for me was that i disabled fast boot from bios.
But if that doesnt work for you please see mdd1963:s stuff down below!!!


 
Solution
There are 'fast boot' enable/disable options in nearly every BIOS, it certainly won't hurt to disable or enable it to see if it changes your symptoms....
MB still has trickle power after shutdown, unless power is removed completely from PSU, so many mainboards might still have blinking LEDs, glowing, etc a few glowing LEDs, etc....that part is normal...

Remove power, reseat CMOS battery or clear CMOS (with switch or temp jumper install), then enter BIOS with F2 or Delete, as prompted, using a native USB 2 header at rear of mainboard, not front panel conecftion....

Set time/date, (which should be saved after shutdown if BIOS battery is OK), set RAM/clock speeds etc. to defaults....

Make sure your 2 RAM sticks are in correct slots for twin stick mode, it matters...check manual...(Often the first slot nearest to CPU socket is skipped, then install RAM module in next slot, and then again in furthest from cpu slot...; at least that is what the manual said on an older ECS socket 1155 I worked on a few days ago..)
 
Is this sytem at stock clocks?

Are the date/time retained after a normal shutdown, removal of power? If not, your CMOS battery, normally a CR2032, might not be seated correctly, or be low on voltage...; remove power from PSU fully , and swap it, they are about $3-$4)

right ill try this today/tmorrow but is there any bios setting wich could leave the system in some kind of "fast boot/ready" mode wich would make it boot faster once power button is pressed? because it would make sense for the megatrends screen to appear if the system was kinda on after shutdown right? idk might be a silly thing

and yes date and time stays normal after shutdown of any kind

Disabling fast boot solved the issue!!! :)
