memory always almost completely used up in task manager

idk why but my computer has recently become so slow. every game i play says 'low memory' and task manager is usually above 90% even when not used. for that memory is it video ram like graphics cards or something or is it the ram? i have 8 gb of ram and a gtx 970 and an i5 4690k that ive had for probably 2 or 3 years now. it used to be really fast but has been randomly slowing down all the sudden. idk maybe i put the ram in wrong or something. my computer takes so long to start up now and as of now i currently have like 10 google chrome processes opened in task manager (idk why so many i only have 1 tab open) and one is taking up 500 mb and all the others probably are taking up a total of 1 gb. nothing else is really running thanks for the help

What exactly are these applications you are talking bout?
