Did I kill my CPU or Motherboard or both?

Tried overclocking my CPU the other day not knowing much on how to...big mistake, cause afterwards, my PC wouldn't give video output. I could power it up and all fans start and the LED lights and fans on my GPU started but I can't get video.
Here are things ive done so far
I've removed the cmos battery and placed it back in after a few minutes to revert my bios changes, no luck.
I've tried removing my RAM just so see if it was a problem, it wasn't. Didn't make any beeps. And I removed every part and put them back in exactly as they were before.

This was an expensive mistake that I don't have the money to fix right now but I need to know if the CPU or Motherboard is dead or both. I also noticed no burning smell from the board so I don't think theres a short. And I also noticed I can start it up but can't turn it off without flipping the PSU power switch on the back of the PC

when you took the battery out was the computer unplugged? you need to remove all power from the motherboard and the best way to do that is unplug the power then remove the battery.
there is another way to clear the BIOS check your manual.
