Can this pc run slightly less demanding games eg rust at say 30 fps I'm not great with computers and could really use some help

No, bad cpu, bad videocard, that is an office pc not a gaming pc. This pc can be used only for light stuff (browsing, youtube, office). You need at least a nvidia gtx 750 and amd fx 6 series. I woudl suggest to avoid teh fx series, either go with ryzen or i3 from intel.
