Nvidia gpu slows down DRASTICALLY in fullscreen

Okay, so today in the morning I was super happy with my laptop and everything. Right now I'm super pissed off at my computer and want to shoot myself. The problem with my system is that in fullscreen my fps drops from 10-15 in minecraft. But if im not in fullscreen its perfectly fine and i get 300+ fps like usual. This all started with me updating my computer, and my nvidia thing. I updated both of them at the same time and now its a shitshow. CSGO runs perfectly fine in fullscreen but minecraft is a pain in the ass. I've uninstalled my drivers, reinstalled them. Reinstalled stable versions, unstable versions. Installed 64 and 32 bit. Corrupted like half of my hard drive because of this bullshit. Now I don't know what to do. Can someone please help?

i7 6700hq 64 bit
some bullshit integrated graphics
Gtx 960m

Update: I'm testing a bunch of different shit to try and get SOMETHING to pop up. Not a single thing pops up that lets me troubleshoot. wtf is this, [redacted] you nvidia

watch the language, and do you really think that getting annoyed is in any way useful.

A windows update appeared for windows 10 so I clicked it. Then after that downloaded and restarted my laptop
I opened GeForce and saw an update so I updated and this happened. The thing is that in minecraft you can see what GPU you're using ingame. It said I was using nvidia when I was in full screen but that could just be a visual thing and not true.
 
OK, the nvidia control panel might hold the solution, but i'll have to get to my desktop to have a look around. Essentially we are looking at the settings that minecraft.exe has attached to it (if any) and making it connect if not. Still doesn't sound quite right though as a solution.

I turned on vsynq in nvidia control panel and still had 11 frames, I messed with the settings and no luck. Just a comparison I used to have 200-300+ frames in full screen this morning

I can't check clock speeds while it's in full minecraft because when in Im in full minecraft I get 20 fps but when I alt tab out of it and it's still in full minecraft it's at 200. It's inconsistent. I'll check now

My gpu clock speed in fullscreen mode is 130mhz but while in fullscreen WINDOWED mode it is around 1300mhz. Also just extra information when I do fullscreen and then tab out of it it is running at 1300mhz.

Okay I have a better way of describing it. In fullscreen windowed mode I get maximum fps. But in fullscreen mode I get LOCKED at 16 fps and it wont move. its as if its vsyncd to 16

How did you fix this? I ran into the same problem. do you just check for another windows update?
