Well just looking at that cooler I am doubtful its going to hit 4.0ghz with acceptable temps, it doesn't look any better than the stock cooler. It just a block of aluminum with fins cut into it, no heatpipes or heat fins. I linked a ryzen overclocking guide below.

One of my client builds wouldn't do 4.0 at temps I'd consider safe with a h7, just went down to 3.9 and left it alone. If you get a chip that doesn't need much voltage you're right, if you get a bit of a bum one then you'll need a bit more cooling
 
^ thats the issue though.
doesn't really matter what cooler, if the chip requires excessive voltage to hit 4ghz (& around 75% of the ryzens do) you are 100% better off sticking at 3.8/3.9ghz.

There's honestly only 3-5c difference between the h7 & h5 capability wise , the real difference is the h5 is ultra quiet.

It would have been okay with an h5 hit 87 on a 4 hour prime run never blipped above 78 running bf1 for a while. Just needed 4-5 off of it and id of left it alone at 4.0 and if it had been my build I'd of just let it ride, but I'm not showing up to repaste some dudes CPU every 2 years when it gets a bit warmer :)
