With a Kaby Lake CPU you need Windows 10. There are hacks to get Windows 7 working. Do you really want to rely on an OS that needs a hack to function? I suppose you can install Windows 7 then upgrade to 10.

That is a horrible price. Although price really depends on the country.

If you can't build it yourself. You can likely get a better price spending €900 on parts and paying someone €100 to come to your house, assemble it and install your copy of Windows.

Although as you feel you can install Windows yourself. You should be able to assemble it yourself. Tinker toys or a Lego set are more challenging to assemble.
