1 - Make sure you are running both Uplay and The Division with Administrator Rights it could be an issue when the game is trying to save the config file into your hard drive..

2 - You said you uninstalled Geforce Experience right? Actually you shouldn't need to uninstall... just turn it off the "Auto Optimization" settings for your games so Geforce won't interfere in any ingame settings, allowing you to set it manually..

3 - Verify the game "Cache Files" from UPLAY platform and check if anything is wrong with the game files..

Hope that helps..

You can easily do that by finding both "Uplay.exe" and "Tom Clancy's The Division exe file" wherever location you installed on your computer example C:\Users\Uplay\Uplay.exe and for The Division it should be at C:\Users\Uplay\Games or anything if you installed on a default folder of course...and then Right Click on it on .exe file then click on "Properties" -> "Compatibility" - > and then Check the option "Run this Program as Adm" click on "Apply" then "OK" and run Uplay again...

If you want a better explanation here you go

I tried running in admin and it still didn't save any settings. did what that site said to do and it still doesn't stay . could this be happening due to my Overclock on my ryzen 1800x on crosshair vi hero?

I don't think an Overclock should have anything to do with it... it must be something else maybe a Windows Account previlege or anything related to the game files, did Verifying the game files didn't worked?

What's your Video Card? You were talking about Geforce so I assume its a NVIDIA brand card, if so hows the settings on NVIDIAs Control Panel have you set a custom Global Profile? or is it set to Let the 3D Application Decide?

As you said most of the people with the same problem fixed the game with proper ADM rights for the application, it shoul've worked for you but since it didn't, I've came with something else in mind do you have Cloud Saves enabled on both Uplay and Steam? Maybe that could be a problem as well.

Never seem anything related to switching to DX11 or DX12 could impact on how the settings are saved in game, I know that it could enable new features but not reseting them to default.. weird, but yes DX 12 does not give better fps in The Division, you could try switching to DX11 in this XML config file... but if only DX12 works, then I'm afraid you'll have to get used to it, although I find that unusual. :/
