Does adding more RAM fix "personalised settings (not responding)" ?

So after Windows update I recieved black screen with "personalised settings (not responding)". Microsoft advised I re-install Windows (whilst keeping files and software). So I did that yesterday.

After update was complete (after about 3 hours), it brought me to my Dekstop. The Windows Start menu was bugged, I couldnt click it. So I went to shutdown my PC and recieved a "Task Host is stopping background tasks" (https://answers.microsoft.com/en-us/windows/forum/windows_10-performance/task-host-is-stopping-background-tasks-in-windows/2874fbd4-1d3a-44c7-b8a7-1d4b9d46ba52) but as I was going to bed I forced shutdown. I turned my PC on and AGAIN the black screen issue was there.

So I spoke to Microsoft officials, they used remote access and somehow fixed it just by pressing 'ctrl, alt, dlt'. That removed black screen with "personalised settings (not responding)". and brought me to desktop.

Microsoft support have told me that the reason this issue with black screen happens, is because of RAM issues. I need more of it.

No, the chances of "adding more RAM" fixing that issue is highly, highly unlikely - at least not simply due to the fact you have "more".
I'm shocked MS would even suggest that.

The adding RAM aspect could assist, if your current module(s) are defective. Won't 'fix' the issue, as your existing RAM will still be utilized, but may lessen the impact.

Is your Disk usage always at 100% ? That would be an issue that's fairly common post Windows updates, and may result in the same/similar symptoms.

oh well thats strange. I got SO many different and annoying responses. Some said fresh install windows, some said, its if you click the x (close) button too much (even though this issue was on startup so I couldnt even see my desktop) this will cause the app to "hang". I received soo many different answers from them.

Some of them said they came across "personalised settings (not responding)" and knew the fix, some didnt. Another suggestion was that my current MSI motherboard is not compatible with the new Windows Creators update and that I should roll back a version (not sure what you think of this?)

Would you know why this happens? Its awfully frustrating as I dont know what to do. Will try and run Memtest or maybe even Windows Memory Diagnostics Tool ?

If a clean OS install results in the same issue, the chances are pretty good one of two things have happened.
1. You have a hardware issue (defective memory, failing HDD being more common)
2. The install "broke" something along with way.
The 100% disk usage was pretty common during the "free upgrade" period for Windows 10..... and I can't recall the fix off the top of my head (there are a few potential causes; pagefile and some others IIRC) That should be pretty easy to spot though, open task manager & look at it for a few minutes. Does your disk usage stay at 100% permanently?

The "not supporting" the CE is extremely unlikely. Your board either supports Windows 10, or it doesn't. Even older P4 boards and similar *can* run Windows 10, just lack driver support. Lacking driver support wouldn't give you the issues you're describing.

I'd run Memtest. It's bootable from a USB/Disk, and does not require you to be inside Windows to perform. If it's actually your HDD or simply high disk usage, running anything inside Windows can be a pain.

Strangely enough, disk usage spikes to around 100% sometimes. Is this a bad sign?

Also what do I specifically "run" in Memtest. The PDF is about 20 pages explaining. Do I run 1 specific thing?

Ah strange, I burned the ISO to CD and in Bios selected CD. But does not seem to load..hmm. Does it check your RAM right?

-Ok so I spoke to a level 2 tech from Microsoft and they confirmed by checking in the "...Windows>Logs>CBS", opening up the CBS.log text doc and searching for "errors", that there were a few errors showing (maybe post it here?).

-The tech asked if I had changed Motherboard settings e.g overclock.

-I said no and so he goes onto say "it seems like the memory of your computer is not capable for readying the windows 10 operating system like normal"...and strongly suggested to upgrade RAM to 16GB (as thats the usual RAM for PC's nowadays). Especially as I have lots of editing softwares such as PS, AE, Unity, Maya

Thats also why another previous tech said to rollback to old Windows version, so my PC can handle that.

I will probably upgrade my RAM then.

Honestly, that makes near zero sense. The difference between 8GB and 16GB should not be the difference between a functioning OS and a non-functioning.

16GB is only "usual" for higher end setups. It's not uncommon to see 4-6GB systems running Windows 10 - the minimum requirements to run Windows 10 64bit is 2GB !!! Although with the updates etc, it might be a little more; it's still only going to be something like 2.5GB minimum "real world". Obviously that's not optimal, but it's all that's needed.

A memory error may require a replacement of your existing RAM, not necessarily "more" .

Well...
Among my PC's within hands reach, there is 2 with 2GB RAM, 1 with 4GB RAM, 1 with 8GB RAM, and 1 with 32GB RAM.
All seem to be able to run Win 10 just fine.
(The 2GB systems are slow, but they were slow before Win 10)

Ok what I have been advised on the MSI forums is to update my BIOS.

It is currently version 1.1, latest is 1.7 so I will do then. Then I will need to re-install Windows 10 again (keeping apps/files) and then the problem should hopefully be ok.

I didnt get Memtet to work. I burned the ISO to a CD and selected correct boot order but it didnt load. I will either try again, or use USB method
