I built my first pc a while ago with a 6700k and gtx 1070 but I have never been getting the performance that is expected from those components. The only part that is currently in my pc that was in my old pc is the hard drive which used to be in an amd pc so maybe there might be some driver issues? This has been going on for about 7 months now and I'm not sure what to do about it.

You shouldn't need either. Most likely you can just format and reinstall Windows, I'd recommend at least trying win10 first and use your win 7 key many people have reported this working for them, another option is to upgrade to Windows 10 via the disability loophole (assistive technology) then wipe the drive and reinstall Windows 10 clean as long as your account is tied to your Microsoft account it'll automatically validate when you log in and get obline
