how do I reformat my 1tb hard drive from a dell optiplex for a precision t1500 to be a main drive?

Solution
If that is all you want to do, I'd recommend you do a clean install. Whilst usually, a hard drive will be plug n play. So you could just backup your drive, unplug it, plug it into the new PC, and done... BUT...

Not doing a clean install and configuring it with new hardware can often cause problems.

So it's up to you. Realistically you'd be best just backing up all your data and files on another drive, then formatting the drive being moved, then installing it into the new PC, and finally reinstalling programmes and copying back over the data and files.

Depends on where / how your hard drive i currently connected, Obviously just remember that these 'wipe' the drive and erases all data (can be recovered).

1) Open My Computer
2) Right click on the drive
3) Click Format
4) Format to NTFS

Alternative is through normal installer or command prompt which can be done when installing windows or when on the PC generally:

CMD:
1) Run Command Prompt as Administrator
2) Type 'Diskpart' - press enter
3) Type 'listdisk' - press enter
4) CAUTION: identify which disk is the one you wish to format (ensure you identify the correct one) it will be labelled 'Disk X'
5) Type 'Select disk X' - press enter
6) Type 'Clean' - press enter
7) Type 'create partition primary' - press enter
8) Type 'format fs=ntfs' - press enter

The drive should now be formatted as NTFS

You will then want to install your OS on this drive using the appropriate installer.

Edit: Equally you can format just normally during the installation process.

Would either of these answer your question?

I'm confused about what all of this means. I just want to know how to make my new pc have all the apps, data, and files of my old pc. How would I be able to install my old hard drive into my new pc without deleting my files? Both pc's have windows 10 pro 64bit. and 8gb of ram
