Graphics card fan not working. Keyboard and mouse are not getting power.

I turned on my PC this morning after not using it for a couple of days.
The monitor doesn't display anything. The keyboard is not getting powered. Same goes for my mouse.

I opened up my case and I see that my graphics card fan is not spinning. My graphics card fan spins a few times on startup, but then stops.

These four motherboard lights are on.

PC Specs:
motherboard: MSI 970A-G46
graphics card: HIS IceQ X Radeon HD 7770
PSU: Corsair CX430M
RAM: 4GB Corsair RAM x2

Hmmm, did the lights in your motherboard light up? Its either some parts of your MOBO died or ur PSU is busted. Try looking at it in different angles to see if some of the other parts are still working. Worse comes to worst you have a dead MOBO
 
I would start with unplugging all the cables connected to the PSU, and plug them again. If the issue isn't fixed, I would re-install RAMs, and GPU. If it's still not fixed, then I would jump to the conclusion that Mobo is dead.

GPU's fan not spinning means the GPU is not getting enough power (if any power at all).

Would the GPU not getting enough power also mean that the PSU might be bad? Or is that not really the case?
I tested the PSU with a multi-meter and all output voltages are in range, with the -12V blue being at the bare minimum. But I didn't test it under any load because I don't know how to simulate that.

But if being under load doesn't matter, then I guess it's the mobo?

Since you've tested your PSU and its fine. I guess your MOBO is the one causing problems.
