Solution
First check pump and that is easy enough to do:
1. Hold your fingertip on the cpu waterblock (since that is where the waterpump is located) and you should feel an vibration if it works.

2. Now if you dont feel anything take a thin screwdriver with a standard philips head (star) and place the tip of the screwdriver on the waterblock again and place the handle against your ear and you should be able to pick up a low hum if the pump is working.
As a hint: It does help if the screwdriver handle is made of hard plastic and not soft rubber or anything like that.
If both of this metodes dont yield you any sound or vibrations is a very good indicator that your pump is dead.

Dont think your thermal paste is the problem since it...

Dont think your thermal paste is the problem since it will not make your cpu temps all of a sudden rise high if it was faulty. You would rather see a steady climb in temps over time ( weeks or even months )

And ofc like mdd1963 already stated.. make sure your radiator is free from dust...
