I am a new builder that just started a PC for gaming. I have read guides on here and on reddit about advice on building a PC, and put together the motherboard, CPU, and CPU fan outside of the case like recommended. I made sure to plug everything into the proper slots and tried shorting the power button in order to test it. The motherboard lights turn on, however, the CPU fan does not operate and there is no beeping occurring.
I have tried rechecking connections, making sure the PSU is on and plugged in. Is there any advice that can be given on how to decide what issue is occurring, and how to fix it? Any help would be greatly appreciated.

Motherboard: ASUS ROG STRIX B350-F
CPU: AMD Ryzen 5 1600 processor with wraith spiral cooler.
PSU: EVGA Supernova 550 G3
