Have a Gigabyte GA-Z87X-UD3H mother board. thermaltake 850 PSU and trying to replace the gigabyte GTX 770 with a gigabyte 1070gtx ..computer radomly reboots.. sounds now are funny. and games are not smooth. i did uninstall all drivers/programs but still does it..put old gtx770 back in no problems? compatibilty issue or hardware? also have a i7 4770k

Should not be any compatibility issues. Bad card?
Try starting over by running DDU from safe mode to remove all gfx drivers that may have been on your system. Then reboot and run CCleaner and do the Clean and Registry portions both. Then install the gfx driver anew.
If still no joy, I'd be wondering if I got a bad card.
