cpu and gpu high temps

Hello everybody, i hope the thread is in the right section.

After a lot of swearing i chose to seek help on this website.

The main problem is that these days my cpu ( a i74770) is constantly changing idle temps and i can't figure out why... I bought a better case (a corsair spech alpha instead of a generic black one with no cooling whatsoever) , i assembled it three times trying to locate the wires in the best way possible and i also re- applied thermal paste to the cpu just to be sure. I was getting around 28-30 degrees on idle and around 54-55 with some great demanding games (dark souls 3- fallout 4) not so long ago and i was really happy, now i'm getting around 36c° on idle and 62c° under stress.

just for extra, i found out that windows update was using a lot of cpu for some reason, and by disabling it the temp went down a lot (also my gpu is idleing at around 39c° for some reason, a gtx 960)

Now in my city is truly hot and i live in a very small room, could it be that the room temp (around 31-32c°) is dealing so much troubles to my cpu? I think that the room temp was around 25c° when i had the cpu temps at 28-30c°

Solution
It was mainly a release issue with specific hardware. If you are fairly current in Windows updates then that is most likely not your issue. They resolved those problems pretty quickly.
Was it Windows Update service that you disabled?

How current are you with Windows Updates? The original builds of Windows 10 had some performance issues. Please make sure your OS is fully patched.

Once that is done check process manager and report back what is using the CPU usage.

mmmmm i'm using windows 7 and i recently re-activated windows update just to check for extra updates.... like 3 days ago, but i'll do it again if needed. Was it just a windows 10 problem?
