CPU Overheating on new build

I upgraded my girlfriends old PC with a x4 860k and a GTX 750 and I put it all in and it is idling at 70C and under load gets to mid 80s. It has the stock red amd cooler. I reinstalled with mx-4 thermal paste, she has one exaust fan in the back next to the cooler.
Specs:
x4 860k
Asrock MicroATX FM2A68M-HD+
6gb ram
GTX 750
350w Rosewill PSU
Old Dell XPS case I think?
 
do you know what temps she had before?these are pretty damn high temps.i would be looking at the cooler.it doesnt sound like its mounted right.i would say remove it,clean the paste off and reapply.when tightening the cooler down,make sure it seats securely.

I've already done that. and no I don't know what temps she had before, she had a really old cpu and motherboard I didn't even bother. I took it off yesterday and reapplied with Arctic MX-4, nothing changed really.

I used Core Temp, but I also went in the motherboard bios and it was high in there as well (I don't remember the exact temps) but it wasn't normal.
