What can i upgrade for better FPS

Good day,
I use my pc for gaming and streaming. But lately cant do either well, as there is FPS issues, tried everything. Here is what i run with
Intel Core i5-3570 @3.4GHz
Ram-8GB ram
Graphics Card- GeForce GTX 1060 (6GB)

So what can i upgrade to get better FPS. Any help would be much appreciated.

In and of itself that CPU should be fine with respect to fps. I assume you've looked at the data available through something like MSI Afterburner. Did the data provide no information as to what happens with these "fps issues"?

I suspect the problem lies with the "and" part of what you're doing; that the i5 is showing its limitations when trying to game and stream at the same time. As such, it's probably more cores that will help alleviate the problem rather than a faster CPU. But to be nit picky, what fps do you get when streaming and when you don't? Would certainly double check on the comparison.

the i5's 4c/4t architecture is somewhat considered to be 'challenged' with streaming while gaming....; even the i7 suffers some frame hits doing it, just not to the same extent....; the GTX1060 is a great card for 1080P gaming...

Most of the gaamer/Livestreamers/Twitchers are flocking to the Ryzen R5-1600 or better....

Okay let me explain little bit more- I play mainly blizzard games(world of Warcraft)
So what happens is when raiding I get a complete freeze of system for 4-5 secs and then it becomes okay and get a fps of 30 odd. This is just playing. (Without streaming) other thing I notice is I have long loading screen(usually a loading screen in wow is gonna be like about 30 sec max, I have it for like minimum 1min and 30 sec) these are the problems I face.
The other reason I wanted to upgrade now is because I live in dubai and planning to migrate to U.K. By 25th August, so planning to bring my pc along and want to upgrade what's needed before going. Since I won't know anyone or anything there...
This is could be all the explaination I can give hehe. Plus my knowledge in computers is limited and all from reading stuff and asking all you guys.

In that case, do use MSI Afterburner to monitor things like the following: CPU, GPU, RAM usages and frequencies; CPU and GPU temperatures; fps and frametimes.

With an online game there are other things to consider from what I've seen mentioned here. Some games require access to certain ports to function properly; I'm sure the game's website and support pages (perhaps even forums) will have more detailed information about such things.

With the loading time I'd be tempted to check the disc you installed the game to, but also wondering whether it's a server issue as well. Additionally, see if there's an option like verify game cache to check whether the game files have corrupted. If you have a mechanical hard disc, then consider defragging it. (Ignore if you have an SSD.)

I'm not entirely convinced an upgrade will solve the issues you're having (seeing they're currently non-streaming related). Personally I would exhaust all software and settings possibilities before going the hardware route.

This sounds like a disk overload, you didnt tell us if you use a HDD or SSD for storing your games, if its a HDD, thats most likely the problem.
Both your CPU and GPU are more than enough for blizzard games.
