Civ2 worked before Creators Update, now gives 0xc0000022 error

I had Civ 2 (Civilization II) working in a desktop I had, which was running Windows 10 - before the "Creators Update" came up. I also had it working on a laptop that I had, also before the "Creators Update" came into existence. I no longer have that desktop or laptop, but am using a new laptop and just recently [after the "Creators Update" was installed] tried the same Civ 2 program that I successfully used before, and found out that it no longer works. I don't know if it is because of the "Creators Update," but that seems to be the only reason I can see as to why it's now not working. I am getting the following error message, whenever I try to run it.

I have put in the 64-bit patch, which was successful in making it work with the old desktop and laptop, but not with the new laptop. I've also tried running it in "Compatibility Mode" (I've tried just about every option there), as well as running as Administrator, but nothing works.

I have searched on-line, including looking at several threads at a forum dedicated to that gaming series, but nothing seems to address the problem I'm getting. Most of the help threads seem to be geared toward people using the CD, which I do not have, so the solutions don't seem apply to my case. I've tried various patches, and even tried using the DOS-box that was suggested, but it says "This program cannot be run in DOS mode."

If anyone has any ideas, or knows what the problem is, I would appreciate it.

Here is the thing to install DirectPlay under Windows 8.1 x64 :

1) Go into Safe Mode (check out guides on how tp)
2) Press [Windows + X] or open the Control Panel and look for "Programs and Features"
3) Click on "Turn Windows features on or off" on the left menu
4) Look for "Legacy Components" and tick "Direct Play"
5) Wait for it to install and confirm it's done
6) Reboot normally
7) Now your game should launch properly
