PC Acting extremly strange lately

Hello, so, for about 1 week I am having serious problems with my PC and it's driving me crazy, I have no idea what happened. So, in games like Battlegrounds, The Withcer 3 , Rainbox Six Siege etc. every kind of game my pc sutters every 3 seconds, the game fully stops every 3 seconds for about 1 second and keeps going for some time, and it is completely random. I watched my CPU temperature with Open Hardware Monitor and nothing seems to be wrong with it, when playing The Witcher 3 cpu is at about 66c-75c , no overclock, 3.6GHz but when the game stutters for that 1 sec the it goes down to 1.4-1.5GHz. My GPU is 90%- 100% fully used and no strange temps, fans are working etc.

Recently it got to my attention that my main HDD is dying (with windows on it and etc), 200 Uncorrectable Sector Counts, C6 error in CrystalDiskInfo. So I asked around on the Western Digital forums about my HDD and my computers preformance, they said even if my HDD is dying it shouldn't affect my pc that much and with such big fps stutters, and I also got a second HDD that I installed next to the dying one, I then installed The Witcher 3 on it too and the same is happening. I made sure that no other programs are using my GPU/CPU while playing. I am running on Windows 10 Insider Preview Build 16251.rs3_release.170721-2122.

Desktop lag, like cursor lagging for a few sec, Steam randomly un-clickable and gotta open task manager which takes ages to open and I have no idea why just to close it and open it again, same with Discord, unusual waiting times on opening apps, google, even a folder takes about 15 sec sometimes to open.

Should I reinstall my OS and see if it will solve anything ?
