Cpu too hot?

My cpu is an i7 7700k that has been de lidded and the inside replaced with some other thermal paste( I don't know what as it was purchased from overclockers uk) They say de lidding reduces temps by as much as 25 degrees but my one seems to run worse that a standard 7700k as I have seen others get to 5.1 and be at less than 70 degrees. Mine gets to 83 degrees by putting it at 5ghz and it is supposedly meant to be better than the original. They say when they test it it is done for 48 hours. When it arrived it was covered in thermal paste all down the sides and a little on the bottom which they said to wipe off. I also have a problem with it constantly crashing the computer which I believe is to do with it as I have replaced motherboard, ram, psu, memory and it still crashes. What I ask is should I send it back as I feel that spending an extra 90 quid on a cpu just to have one that is worse than a standard one that comes covered in thermal paste. Also do you think I will get my money back as it says it has a year warranty with overclockers themselves.
One last thing they test it with a all in one loop, I have it on a big custom loop with thermal grizzly kryanout

Every CPU is different, some require more power and get hotter to reach a given clock frequency assuming it can reach it in the first place.

When pushing high overclocks, the motherboard's VRM and power delivery also become critical - enough so that a CPU might achieve 5GHz on one specific motherboard model but only 4.8GHz or less on others.

I have reapplied it 5 times already and I always get exact same temps. I removed overclock several times and it is always unstable at anything above 4.7 with any voltage and it is guaranteed to 5.0ghz by overclockers uk. Sometimes when I boot it I have to turn it on then off then on again or it won't boot it just will light cpu led up.

Also I see you have a 7700k what are your temps/clock/voltages

and i use overclockers.co.uk all the time

in my experience they are excellent

but since you are in the uk

assuming you bought it over the internet not in their store

then you have 4 weeks to return it from the day you got it whether it works or not under distance selling regulations
