Unable to Un-Overclock my CPU

So, a while back, I installed AI Suite on my Windows 10 system. I wanted to OC my i7 4790k, Initially, it worked. But trying to revert the process has been a pain.
I have reset my BIOS to default settings multiple times, and default clock speeds are what my BIOS tells me my CPU is running at, then I get into windows and the clock speed is 4400 MHz, according to CPUID HWMonitor. I have uninstalled AI Suite multiple times and reset my BIOS, but every time I go back into windows, my clock speed always returns back to 4400 MHz. I have an ASUS z97-A Motherboard.
 
I would POSSIBLY leave it at this setting. It will consume more power, but MAY be more stable in games, though frankly I'm not sure how much difference it makes with the i7-4790K.


It USED to be an issue where the CPU cores where slow to unpark, but recent CPU's are very fast at this.

On the other hand, with my i7-3770K I set my "TURBO" values manually to 4.5GHz which sounds like basically the same thing though I did it for each core load (1,2,3,4 cores used).

On my system with much load it jumps right to 4.5GHz but with lighter loads the frequency and voltage fluctuate to reduce power.

Good to know! I will just have to see. I only wanted 4.0 because I use my computer as a Plex server as well. Thanks for the insight though!
