Can I unlock a Carrier Locked iPhone 6s?

I just found an iPhone 6S on eBay, but it says that it is with the network "Telma South Africa LOCKED". I have ATT. My question is this: can I purchase the phone and unlock it to work with ATT? You jump the gun, spend $140 on something which cost $500, then spend another $.99 - $10 to unlock it (many services being offered on that same site). If you want to be "sure", you can ask one of many unlockers whether they work with Telma SA phones.

Uh, your link says it is an UNLOCKED phone not a locked phone, and I don't see Telma South Africa mentioned at all.

If this is the correct link it does say AT&T at the top so I guess it works?

You might be best to go to AT&T to find how this works.

Yes but the $140 option is through Telma South Africa, which is seen when you select Telma South Africa under "Network"
