Absolutely not. The 1050 Ti is much better. The RX 550 isn't even meant for gaming, it's a Home Theater PC card. The 1050 Ti is much better:

Depends. If you buy a 1080 Ti and play at 1080p, then it will obviously be a bottleneck in most games. But if you are only going to play at 60 FPS, it won't bottleneck even at higher resolutions. High refresh rate is where it'll be a bottleneck, but at 60 FPS, it'll go well with any GPU of your choice.

you only need a gtx 1060 6GB for 1080p although if you like having stupidly high frames then the 1070 or 1080 will do
