I am on windows 7 trying to download 8.1 but only loads to 37% I think it freezing doen't know much about computer

Or, are you actually trying to install Win 8.1 and it is stopping at the 37% point in the process?

That is the problem. That is not legit software.

You can get Windows directly from Microsoft.
