Current Ryzen chips do not include integrated graphics.
The onboard graphics connectors are for if you use a Bristol Ridge APU (based on the older Excavator CPU cores) and future proofing for when the Ryzen APUs (Raven Ridge) arrive.

The port is there for AMD’s upcoming APU’s to take advantage of. Your Ryzen 7 1700 does not come with a built-in GPU so it cannot output a display. You need to use a graphics card to achieve this. Your GTX 1070 is the only way you can currently display something to your monitor.
