Both MoBos which you mentioned support overclocking so it makes more sense to go for the cheaper one.
The RAM Sticks you mentioned might not work out-of-the-box as many AM4 MoBos require a BIOS update before being able to identify any Corsair Vengeance DDR4 Stick.
In that case, any G.Skill DD4 RAM Stick would be your way to go as they support all AM4 MoBos out-of-the-box.

can you recommend me one ? since it will be my first build i don't want to hassle with bios update because most likely i can't do that without an already workin system haha. i want to go budget since i won't overclock. and what about the ethernet or wi-fi on this mobos ? how can I get them to connect ?

If you won't overclock, get one of those A320 Boards as they are a lot cheaper and do not support overclocking.
For the RAM, a G.Skill Ripjaws V should suit you fine.

None of the A320 MoBos and both the B350 MoBos you mentioned have on-board WiFi so a decent USB WiFi Adapter would do you fine and for the Ethernet, all AM4 Boards have an Ethernet port in which you just have to stick in the cable and configure the network via Windows.

It says this g.skills ripjaws v are for Intel Z170 Platform? It confuses me because most likely I won't be buying this from amazon.

Between GIGABYTE AB350M and ASROCK A320M mobos, there is just 35 dollars difference for me because I won't be buying those from amazon too. Maybe for later I can overclock the ryzen 3 1200 so it does not hurt since it has more features like fast boot too what do you think ?
GIGABYTE AB350M has no ethernet port because it is smaller version and this version is the I can buy here.

Will the ASROCK mobo work with CORSAIR RAM out of the box ? By the way 35 dollars is about 120 bucks in my currency.

do you recommend me getting a ryzen 3 1200 ? on reviews they say "if you are not going to overclock ryzen cpu you better go with Pentium G4560". I'd appreciate it if you did me a budget build which includes a mobo that I can overclock ryzen in the future if I need to.

You'd be better off with the Ryzen 3 1200 as it has 4 cores and 4 threads while the G4560 has 2 cores and 4 threads.
