Urgent gpu help needed

Hey guys, I really need some help. I recently switched cases to a larger one and now my computer won't post anything to my monitors. I've narrowed it down to a graphics card problem. The problem is everything gets power, all fans spin cpu waterblock turns on, all drives turn on, just the graphics cards won't start up, the fans on them start to spin and then immediately turn off, then they periodically spin back up and stop even faster than the first time. They worked fine in my last case, I have two gtx 970s and they worked fine with my 650w Psu. I originally thought this was a power issue so I bought a corsair 850 and I still have the same issue.

My current specs
I5-4690k
Msi z87 pro motherboard
Dual gtx 970 sli
32gb ddr3
Corsair 850 psu.

Like I said it all worked fine in my last case, I did not upgrades aside for adding a couple case fans. I did manage to get it to work on a test boot before wiring it into my computer. I've also tested my gpus in a different computer and tested other gpus in my computer and they worked perfectly. It's only my 970s that don't work in my rig but all other cards do and they work in other rigs.

If anyone could help me out I'd really appreciate it.

Update: I have a fan profile set so they should never turn off, that's how I know that them not spinning is bad.

Tried, I can't get it to post from integrated graphics. I only managed to get it to post when it was out of the case.

Before you took out your video card, did you make sure you installed the driver for on-board graphics (would be on support page for your motherboard model)? Well...i'm being silly now. If it won't start with a video card, how are you going to get on-board installed. Hmmmm. If you install just one card, does it work?
Also, the new fans you mention, are they plugged into the video cards or into the motherboard or some fan hub or directly into PSU? How are they wired exactly?

All drivers are up to date, the only one that might not be is the bios but I can't flash that cause I don't have a display to get into bios.
