An R9/270 is from 3 years ago. right?
It is possibly not realistic to expect it to run modern games at Ultra quality, save for perhaps 4-5 year old games...or at 720P..or both.
That being the case, the B350/R3-1300X is a nice performing 4c/4t CPU offering gaming performance roughly comparable to today's i5-7400 or so....; if your budget allows, opt for the 1500 or higher....

While you van still play GTA V on 1080p with that cpu, I wouldn't recommend you tot invest much in a CPU. You are using a pretty old gpu, so the actual performance wouldn't be that great. A Ryzen 3 is a great option at the moment, or find a used I5 4th gen. If you want tot stay on the budget Intel side, go with a Pentium G4560
