AMD FX8350 CPU performing poorly

Recently I have been noticing my PC has been quite sluggish lately. I've checked my CPU, and it seems to be running slowly, and in addition, Core Voltage seems to be lower than its set value.

Here is what CPUZ tells me

"but it turns out that the thermal margins are around 2.8-3 degrees C" 0c is beginning of thermal throttling. your cooking your fx cpu. I strongly recommend not using that pc till you figure out the cooling issue.

if you still have the factory amd heatsink I would install it as it would still be better cooling then what you have right now. till you solve what is going on with your cooling system as suggested above.

I did as you suggested, and tried the Stress test. However, the clock speed remained exactly the same.
Upon later observation, I've noticed that the clock speed jumps to 4000mhz for roughly a second, and then drops to the 1300 range again.

Power plan settings has nothing that should be limiting CPU. This is a recent occurence, starting about a week ago, and I've not changed any settings. I will try resetting CMOS to see if that helps.

Update: Resetting CMOS has not caused any changes, clock speed still remains low with spikes every now and then, and core voltage is still low.

I had a similar problem with my laptop and Surface Pro recently, and it turns out that it was thermal throttling. Check your cooling, maybe?

Motherboard is ASROCK 990fx Killer, and the cooler is the Corsair H100i. I didn't think it was running hot before, but it turns out that the thermal margins are around 2.8-3 degrees C, which suggest they're running hot.

Going to try and get a replacement from Corsair. These pump failures must be really common because the first selection on their support is a pump failure.

Thanks for the suggestion, I dug around and found the old heatsink, and installed it. Problem has gone away. I'm still irritated that the corsair cooler has failed after such a short time, but I'm glad the problem is fixed. Thank you all for your help!
