Is this a failing motherboard?

PSU: EVGA SuperNOVA 750 B1 80+

CPU: Intel Core i7-4790K Processor (8M Cache, up to 4.40 GHz) BX80646I74790K

Graphics card: Gigabyte GeForce GTX 970 G1 Gaming GDDR5 Pcie Video Graphics Card, 4GB

Motherboard: MSI Intel Z97 LGA 1150 DDR3 USB 3.0 ATX Motherboard (Z97 PC Mate)

I have built this computer a couple years ago, I have the problem of hitting the power button and everything turns on for about .5 of a second and then shuts off. I have done the paperclip test on the PSU and the fan turns on properly. I don't have good working parts to test each individual part. I have breadboarded the PC with a single stick of ram, motherboard 24 pin connector, CPU and CPU fan with power to that as well. I do not have an external speaker. It does the same thing, fans turn on then off after half a second. Anyone have any ideas?

Try remove the RAM too, boot the PC without the RAM, and boot device. Make sure clear the CMOS first, if the PC does the same, either the MB or CPU has problem. Because you don't have other part to test, go to local PC shop ask for help. Or ask your friend.
