Ryzen 1600x with Gigabyte AB350 gaming High temps and very high voltages

I built this system 3 days ago.
Ryzen 1600x
Hyper 212 evo w/ AM4 compatibility bracket
Gigabyte AB350 Gaming rev 1 Bios ver F4

I installed AMD Ryzen master because I have read that it is more accurate at reading temps on the Ryzen CPU's
To my surprise, at idle i'm seeing 40 - 45 degrees. Not only that , but my voltages were fluctuating wildly from 1.28 to 1.48 then 1.52 constantly.
I figured I would check the bios to verify the temp and voltages
Bios shows:
CPU 42
Chipset 43
VRM Mos 63
SYS 1 39

Voltage is only showing 1.27 steady


I Just downloaded HW monitor and voltage is showing 1.22 then spiking to 1.47

I re seated the cpu cooler at that point to try and get the temps down, Didn't change anything.
I am at a loss as to what is causing these irregularities. These temps seem high, and voltages also high. Any suggestions or ideas?
 
Solution
The X-series may use 20 degree C offset. So they seem higher than they actually are. Different tools may report temperature with or without offset. It's supposed to be address with a BIOS update if recall correctly. I usually check the fins on the cooler for references. Not sure if that such a great idea. The intension with this offset was to make sure all the cores stay cool.
