So, as the title explains my PC is not letting me take full advantage of my ram. I have 2x8gb ddr3 2400mhz corsair vengeance in slots A1 and A2 on the motherboard. I have moved the sticks to different slots on different channels and used them 1 at a time (with both working properly at 8gb usable). In the bios it only detects 8gb of ram. I'm Windows It says the 16gb installed 7.90 usuable. I have went into msconfig and set the max memory higher with no change. I have looked all over my bios for some sort of option but I have found nothing.

MSI R9 380 4GB GDDR5 (OC [don't remember values at the moment]),
ASUS M5A99FX R2.0,
16GB 2x8gb ddr3 2400mhz corsair vengeance ram (clocked at 2100mhz due to motherboard restrictions),
2x1tb hdd,
Windows 10 Pro 64bit
