CPU Usage spikes openning programs

I7 6700 3.4GHZ

My cpu usage spikes to %50 when openning anything from task manager itself to google chrome/tabs i want to know is this safe and why it does that? Also my usage on games doesn't seem to be 100% but my gpu is 100%
 
Solution
It's regular for a cpu to spike in usage when opening programs or even task manager or doing demanding tasks. Of course the CPU is not at 100% (as it should be) while playing games (if that were the case you would have a cpu bottleneck and were due for a cpu upgrade). If in demanding games the GPU is at 99-100% it means it is not limited by the cpu in any way (the gpu usage could drop for example if you limit the fps in your game, not very demanding areas etc.).

-About 50% and 30% usage using chrome and i don't, think i even hit 100% on games.

-My temps can spike to 30-40c but i have a h100i v2 water cooler as wel but the temperature spikes for few seconds i think

-h1z1 1600x1024 and all low settings

Solution
Perfectly normal as Lutfij says.

Just rendering and displaying a web page places a short(older cpus would stay under a load for longer since they do not finish as fast) load on the cpu. Many other(but not all) programs will do similar(some with high or lower spikes).

Demanding programs will hold the cpu under load for longer(video editing can hold near 100% while compressing)
