Where can I buy GPUless PCs

So I have a fairly decent pc, AMD CPU FX 4350 and GTX 970 4GB GPU, I know that my CPU is seriously bottlenecking my GPU and so I need a new CPU. However with my current AM3+ socket, there's not much I can get that would be a massive improvement of a CPU. So I would need a different socket and therefore motherboard therefore a new OS, and doing all of that is quite a trouble so I thought I might as well buy a new PC (my ones a bit loud anyone which is annoying and I don't know why it happens) but to lower the price, buy one without a graphics card and install my current GTX 970 into it. I've seen a couple sites where I can select "I HAVE MY OWN GPU" but these sites don't have what I'm looking for, other-components-wise. So I would really appreciate if someone could recommend me a site where I can custom build my PC and select components and say that I already have a GPU. (And please explain why my pc is so loud (It might be because it's trying to keep up with my graphics card))

Thank you for your response and sorry for the long reply. I have decided to buy all new CPU - Case - and MOBO and use my old ram until i have enough for new RAM.

You won't be able to overclock that i5 on that motherboard since it's locked. Price/performance your better off with Ryzen, also you can overclock the CPU on the stock AMD Wraith Cooler. I would pass on that MS key, even if it works initially MS can revoke it at anytime if it's stolen or a duplicate.

But the i5 I would be getting says its unlocked, or is it the motherboard that is locked. Also Ive read in some places that this motherboard would need BIOS update or something and I have no clue what that is or why I need it and that I need a skylake processor to update it. Is the build you suggested sufficient enough to run most high end games. And if so could you include Case and cooler in it too please. But my main problem is that Im on a very tight budget which is why Im thinking about using the build I want to get.

The motherboard is locked and possibly would need a BIOS update to use it. The build I suggested comes with a cooler and as for the case just pick one you like. The system will game well with that GTX 970. Another thing worth mentioning is that the R5 1400 is a quad core but with 8 threads meaning it will handle multitasking and streaming if that's something your interested in.

Ahh ok thank you so much i will look into this build. Especially as it seems to be cheaper than the one I was thinking of. So if i buy all these parts and a case I should be able to add it to my GTX 970 with the case I buy (if its big enough) and it all be compatible?? And why would I not just be easier to upgrade to a fx 8350 as I would not have to upgrade mobo or buy new os and it will be cheaper overall

Also I was just curios in quite a few games my current PC performs badly for example ark on medium setting in crowded places I will get 20 fps. I was wondering is this a problem with the fact I have a crappy CPU (fx 4350) or is there a different reason that I should look in to?

The 8350 is a better CPU however unless your getting it for cheap I wouldn't bother investing too much money into a older socket. Plus you'll need to make sure your motherboard supports it. And as long as your current motherboard is a micro ATX it should fit fine in that case.

To answer that last question and to clarify everyone else's posts any build will go with any gpu. It's not a matter of compatibility but a matter of performance. If you put too new a gpu on too old of a board the only thing that will happen will be that your gpu's performance may be limited but you wouldn't have to worry about that with the ryzen build.
To clarify everything you are getting a new cpu, mobo and ram. If your original case is still good and the parts will fit then you don't need a new case just repurpose the one you've got.
As for windows you can use windows 10 completely free without an issue. Just download the windows media creation tool and make a bootable flash drive and install it. Without a key you won't be able to manage display personalization settings but you can just download a wallpaper and right click it and select to use as desktop background and that solves that and then you may or may not have a small watermark on your desktop on the bottom corner saying that you aren't activated and that's it.
