Storing games and movies from a secondary harddrive

So about a year ago I upgraded to an SSD and kept my old 2 terabyte hard drive to store movies and games. I've noticed that when the drive is idle for a while, it takes a very long time to access any files on it. Additionally when watching movies stored on the hard drive, it will occasionally display artifacts over the screen, and while playing games, I will get brief pauses when the game has to load new information. I'm just wondering if there is any way to configure a secondary drive to avoid these issues.

it may be power issues or it may be the drive itself. check your Power Options through Control Panel and make sure your current power plan has the hard drive's power set correctly.
what speed is the drive. slower rpm drives can make a difference depending on what you are accessing.
