Will the PSU/Case fans turn on when there is no RAM?

Hello,

Today, all parts came in for a computer that I am building. Everything but the RAM came in. I tried to test the system, but the PSU isn't turning on. The PSU fan itself is not turning, and neither are the case fans connected to a 4 pin Molex to 3 Pin fan connector. I am afraid that the Power supply is either not working correctly, or not turning on because of the lack of RAM. Would the lack of RAM cause the problem?
 
Solution
No ram --> the PSU should turn on, power should go to MB, chassis fans, etc. The MB should fail POST and report no memory via beeps or lights.

Agree this is a problem "..but the PSU isn't turning on. The PSU fan itself is not turning, and neither are the case fans connected to a 4 pin Molex to 3 Pin fan connector. I am afraid that the Power supply is either not working correctly, or not turning on .."

See if the PSU has a toggle on/off switch in the back. (I've missed this). Make sure any power strip is turned on. Double check you have both the 4/8 pin MB power connector and the 24 pin power connectors seated correctly. Check the case on/off leads are plugged correctly. Then follow this guide...

1| When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:

2| Given that the higher end and some new models of mid range PSU's have the ability to operate without the fans spinning until the unit is taxed at or above 50% so we'll need to know the unit.

3| Why not just wait for the ram to come through and then try out and see if the system works when breadboarded?

Sorry about that...this is my 1st time on this site. Anyways,
CPU: AMD Ryzen 5 1600
Motherboard: Asrock AB350M Pro4 MicroATX
RAM: Kingston HyperX FURY Black 8GB 2133 MHZ
HDD: Western Digital Blue 1TB SATA 6/GBs
GPU: EVGA GTX 1050ti 4GB
Chassis: Corsair Air 240
OS: Windows 10
PSU: EVGA 430 W1, 80+ WHITE 430W

I know I should wait until the RAM comes in tomorrow, I just wanted to make sure if this was normal/okay for this to be happening
