Is this deal too good to be true?

I've been eyeballing this pre-built PC on craigslist from a local builder and am wondering if there is anything I should be wary of. I've contacted him and he says all parts are new and legit, there's a 30 day exchange, and he has a couple in stock. I'm also welcome to stress test and benchmark anything I'd like. Here is the build selling for $1299:

Seems like a really good deal, but is there anything I should be cautious of? The board isn't good. It's the PC mate range which is the lowest of the low from MSI. Although the board and the processor are compatible and are meant for overclocking, the ram, isn't stated to go above 2400MHz. The PSU is stated generically which in most likelihood is of bad build quality. The SSD might be shown to be from Adata but the series/range isn't stated. The AIO looks like a rebadged/refurbished Thermaltake Water 3.0.

If you could get a specifics of the make and model of all the components in doubt except for the motherboard, ram and CPU, we might be able to paint a better picture though if the seller agrees to clean the aforementioned issues with something of quality and are robust, then the price increment(from what was...

If that one also isn't good, I've considered building my own at a price range of no more than $1400. If you could suggest a good gaming build for me that would be astounding! Some games I play: Overwatch, PUBG, BF1, CSGO, GTA V, planning to also play Destiny 2. Thanks!
 


Would pick up Vega 56 with the Ryzen 7 package once it comes out (in 3 days).
